ONE NATION ONE RATION CARD

The Guidlines of holding Ration Card for everyone in India is a non-controversial identity card regarding the records in The Department of Food and Supply in the every states of India since the introduction of the card. The citizens became united accepting the rations free of cost or minimum charges paying to the Government without gender inequality. As bearing the identity in Ration Card is like a birthright, the scam in ration shop and corruption in Food Distribution System has been misleading the Administration both inward and outward with the presence of inactivity of the Government in grassroot level. The above mentioned reality in misuse of identity card with the help of administrative power can not be the only objective reason of cancellation of Ration Card of the service holder in West Bengal state. The truth behind the actions and amendment of the acts in The National Food Security Acts (NFSA) is a great recovery from the Settlement existed only in the files ribboned and decorated before the enactment of the constitution in judicial court. The Universalism of acknowledgement of the acts that ruled by the Government leads to the stop in different ways of solutions taken by the Government in different times inspite of having the buying ability power of the job holders. For the service holders and pensioners, this time is depressing hour as we are going to surrender our ration cards where and how in accordance with the order of the Government of West Bengal. The database of approximately one million ration cards will be submitted to the Finance Department, Government of West Bengal. The rest of the ninety nine million of the population in the state will not be affected and suffered in the pandemic of the food scarcity. As all the Government job holders are living in the Above Poverty Line (APL) the Finance Department could save Four Lakh Eighty Thousands Metric Tones of rice in every year. To combat the problem of food deficit during the Second World War in 1939 The National Food Security Acts amended by the development of the Department of Food and Supplies in Public Distribution Systems (PDS) for supplying the subsidized foodgrains or free of cost ration through Fair Price Shops (FPS) to the privilege and non-privilage people. The pride in being a part of war against the malnutrition throughout whole life was not a fantacy but in real the Public Distribution systems could challenge the status of the data in the dearth report published by the institution and agencies. The World Health Organization (WHO) and Food and Agriculture Organization (FAO) organised by United Nations an International Conference in Nutrition (ICN) in 1992 in Rome to eradicate the malnutrition in the final deadline of 1994. It is supposed that if there was active Public Distribution System or Ration Card in the time of natural calamities like flood, cyclone, earthquake, draught and landslide, the famine or starvation could be possible to avoid. There is no history of existence of proof of ration cards during or before the famine in the old-ages or middle-ages. The single call breaks the silence of the all engaged in employees of the central and state government West Bengal. These ration cards will be converted from Normal Subsidized (RKSY I) to General /Non-subsidized (RKSY II) in the Ration Card Life Cycle Management. The employees of Central and State Government of West Bengal are not disqualified in Special Intensive Response (SIR) in 2026 by the possession of each one single voter identity card. The notice issued to the public on 1 August 2024 for modifying or surrendering the Normal Subsidized ration card under state auto-exclusion rules in change of employment status of ineligible for holding Subsidized ration card by the regular Government employees. The KOLKATA GAZETTE, EXTRAORDINARY, 1 AUGUST 2024 (the Memo No. 3139-FS/Sectt/Food/4P-09/2012) was published by Order of the Governor PARWEZ AHMED SIDDIQUI, IAS Principal Secretary to the Government of West Bengal. The gap of 14 years between the Government order and the implementation just like an application of power of the state Administration for saving and supporting the dignities of human rights. The glorious 15 years of the previous Government Administration is deserved for the Central and State Government employees' cool patience and association. The Department of Food and Supplies and Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution in 2018 started a scheme of One Nation One Ration Card (ONORC) in 36 states in India. The facility of the beneficiaries was involved with the Aadhar (Unique Identification Authority of India) seeding in the ration card under the National Food Security Act 2013.
